When a complaint is filed against a judge, it is filed with the Maryland Commission on Judicial Disabilities. The Commission is an independent body that is responsible for investigating complaints. The Commission may also conduct hearings, take certain actions, or make recommendations to the Court of Appeals. The Commission's jurisdiction is isolated to complaints about alleged sanctionable conduct, disability, or impairment of a Maryland judge.
Any individual may file a complaint against any Maryland judge sitting in any of the following courts:
- Circuit Court
- Court of Appeals
- Court of Special Appeals
- District Court
- Orphans' Court
